If you want to use a ContactList to drive who gets email notification for a survey result, do the following:

  1. Create and populate a ContactList within the Survey
  2. Create a DeliveryByEMail within the Survey and leave the TO empty.

Normal SurveyResult transform processing will detect the ContactList and use it to populate the TO address.  The contact list can of any of the supported types (currently the XML-based rolodex style, or the group-based style)
