Reapply Flag in the ant task definition supports the following values:
1 - Replace the permissions on the target with the permissions on the template
3 - Retain the original permissions that are on the target
5 - Replace permissions on the target with the template permissions and keep the other permissions that are not listed in the template
The default value is 5.
